Mother Stabs Ex to Death in Front of Son

An Independence women is accused of murdering her ex-husband. Jason Allen Hunziker was likely sleeping when his ex-wife, and mother of his son, snuck into his home to murder him. Evidence suggests Hillary Lee Hunziker been planning the death of Mr. Hunziker in detail. Before sneaking into Mr. Hunziker’s home, the complaint filed by the Buchanan County Attorney notes “the Defendant told ambulance personnel she planned
out this event by purchasing a knife from Walmart, wearing special black boots
that were quiet.” She also had contacted her mother the evening prior to the stabbing instructing on where the Hunziker’s son should be cared for if something were to happen to the defendant or her ex-husband.

The Buchanan County Communication Center received two emergency calls. The first, from the defendant’s son, who indicated his mother had stabbed his father. The second call was from Mr. Hunziker himself who stated, “My wife just stabbed me and took my child.” Before being detained in Robbins, Iowa, the defendant had called her mother confirming she had murdered her ex-husband.

Clery / Higher Education Act, a law that was passed by the United States congress with

Fine for violations is $54,000+ for misreports or failure to report campus crime.

“This is not a police department responsibility. It is an institution responsibility.”

It is not new, first passed in 1990. 2013 there was a VAWA revision (Violence Against Women Act)

Act created after Jeanne Cleary was raped and murdered in her dorm room at Lehigh University. State of Pennsylvania first passed the law, then federal government picked it up.

“We have to collect, classify, and count crime reports.

“We have to keep a daily crime report.” “We have to have a missing student notification process for students that live on your campus.”

“Clery designate four areas – on-campus, residential housing, public property, and non-campus.”

Non-campus includes fraternity and sororities, offsite buildings like UNI-CUE that are managed by the University. “If the band takes a trip to London to play in a parade, I have to write the hotel in which they say asking for any reports of crime they’ve had during the groups stay.” “Non-campus is the one we can really get bogged down on at times.”

“Clery crime definitions do not always coincide with your state law – in our case the Iowa Criminal Code.”

Part 1 offenses – muerder and non-negligent manslaughter, negligent manslaughter, rape, fondling, statutory rape, incest, robbery, aggravated assault, burglary, motor vehicle theft, arson. “Each offense has a very specific definition under Clery.” “If you come to my office and say I want a list of every burglary report that happened in 2016, my list will be longer than the report for how many burglaries happened under Clery.”

“When you look at our statistics and you compare them to the City or Cedar Falls or some where other than a University, they’re going to be very different.”

“We have what we call a higherarchy rule.” “According to the higherarchy law, if there are more than one crime from the list committed at once, only the most severe is recorded.” “Some are counted on number of victims and some are counted as number of the incidents. If 4 people rape one victim, the count is 1, that is a victim count. If 1 person rape 4 people, it counts as 1. It is an incident account.”

In 2013, VAWA added Domestic violence, dating violence, and stalking.

“The Clery definition more closely fits with the Iowa code for harassment.”

“There’s a group of us that sit down around done a month to decide how crimes should be scored.”

“Clery says nothing about is conviction, it is reporting that is recorded.”

We have to have an arrest or a referral for Weapons Carrying/Possessing, Drug Abuse Violations, Liquor Law Violations for these violations to be counted for Clery.

“One of our peer campuses is Truman Missouri, We are about the same size and have the same mission, but our city laws are different, so this is not a place you can directly compare schools.”

“If there is a bias associated crime, it will be counted as the type and as a hate crime.”

You don’t have to be Catholic, I just have to think you are, and that has to be he reason I did it.”

“How do we get our statistics?” We look in our police records, we query campus security authorities, and local law enforcement.”

Emergency Notifications “Pretty much a direct result of the Virginia Tech incident.” It’s how we tell you when there is an emergency alert situation.”

“We have to do it as quickly as possible” “We do have the responsibility to confirm the emergency exists” “Does it present an immediate threat to campus”

Timely Warning “Crime alerts gereral sent to you by email.”

“We can’t wait until we have all of the information, we have to give our best effort.” “Sometimes, depending on what it is, we do have the disdinsation, if it will jeopardize a criminal investigation, we do not have to disclose all of the specifics.”

“The only time we are required to send out an alert is if the perpetrator is not in custody.” “Most of the time those types of things have not been reported to the police department.”

“I am the Clery compliance officer.” “This is very victim driven. I can’t make you file the police report. Even though I know about it, I can’t force an investigation.”
